Egg Production

The organic egg sector cliff edge

What makes an organic egg organic? The rules vary between countries, but in the UK, organic egg production currently relies on a derogation allowing pullets to be reared non-organically until 18 weeks of age before entering organic laying systems. The arrangement reflects the fact that there are currently no fully organic commercial pullet-rearing facilities operating at the scale needed to supply the sector.

But that system could face a major challenge if closer alignment with EU organic rules results in the derogation being removed.

There has this month been a temporary reprieve, with Defra has confirmed that two key organic poultry derogations will be extended until at least July 2027. The measures, which had been due to expire at the end of 2026, allow the use of up to 5% non-organic protein feed for poultry under 30 weeks of age and non-organically reared pullets up to 18 weeks old in organic egg production.

The extensions will be welcomed by producers, but they do little to resolve the bigger question facing organic egg businesses: what happens when the UK moves towards dynamic alignment with EU organic legislation?

The NFU has been campaigning on the pullet derogation, which it describes as “critical to the continued viability of organic egg production in the UK.”

Under the existing UK system, pullets destined for organic production can be reared non-organically until 18 weeks before moving to organic laying farms. The NFU says these birds are nevertheless managed separately, fed organic feed, reared to organic veterinary standards and housed in separate compartments.

That established system sits between hatcheries and laying farms and provides the replacement birds required by organic egg producers.

The problem is that the equivalent derogation is not currently contained in EU organic legislation. Under the EU framework, pullets are generally required to be organically reared from three days old.

If the UK ultimately aligns with those rules, the existing supply chain would therefore have to change.

The NFU recently invited Defra’s organic and SPS teams to visit a pullet-rearing unit in the Midlands to demonstrate how the system operates in practice. The organisation says the visit was an opportunity to show officials the potential consequences of losing the derogation and to explain the practical challenges involved in establishing fully organic pullet production.

The NFU argues that moving to fully organic rearing would require significant changes to infrastructure and supply-chain arrangements, while pullet production itself is highly integrated, with birds reared in batches according to anticipated demand and customer requirements.

For producers, the issue is compounded by the uncertainty over when any new rules might actually take effect.

The government has been working towards a mid-2027 start date for the wider SPS agreement with the EU, although the timing remains subject to negotiations. In March, the NFU warned that farmers need sufficient time to adapt, with president Tom Bradshaw saying: “Farming is a long-term business – many farmers are making production decisions now that will impact food sold beyond mid-2027.”

The government has acknowledged the need for businesses to have time to adjust, saying it “knows some businesses require longer to adjust to the new arrangements and will work with them to ensure a smooth transition.”

Poultry businesses can need to plan pullet placements and orders up to two years ahead. Decisions about buildings, contracts, bird placements and supply arrangements all depend on knowing what production rules will apply.

The other derogation – allowing up to 5% non-organic protein in poultry feed – is also under review at EU level, although an extension is expected. The NFU says this would be welcomed because of continued challenges in sourcing sufficient organic protein feed.

For now, the July 2027 extension provides some breathing space. But it does not provide the long-term answer the sector is seeking.

The NFU is pressing Defra for “appropriate transition periods” to allow producers to adapt.

For organic egg producers, the clock is already ticking.
